The Z Force Sapper was a recolour of the 1982 Commando figure, also used for two SAS figures (Quickfire and Stakeout). The Z Force version's packaging claimed the figure's codename was Tracker, but Fleetway seem to have switched the character design with that of the Z Force Infantry Trooper (or Palitoy reversed the figures, though an error on the part of Fleetway seems more likely).

So, this figure is technically Tracker. But Tracker was quite good in the comic, where he looked like the hooded figure while these chaps were used as the generic Z Force troopers so that won out, though I just tend to call this chap Sapper like it's a codename (hey, Z Force had a captain called Skip, a driver called Wheels and a medic called Doc, prosaic seems to be their game).

The figure itself doesn't really work. While it's closer to the original Commando than the SAS redecos, it somehow looks a lot less realistic in the richer Z Force green, while the black hat and red grenades seem rather laboured attempts to fit the Z Force colour scheme to the toy with little thought as to how it would actually work.

Indeed, it's probably the least impressive of the original Z Force figures despite the respectable base mould, and certainly isn't needed for your collection if you own one of the SAS versions or unless you want an army builder without detracting from the individuality of Tracker and Wheels.
